The cantons of Bern and Solothurn have reached an agreement regarding the logistics site Emmepark Landshut, which will now be integrated into the canton’s spatial planning. This decision was approved during a Federal Council meeting on May 20, 2026.<\/p>\n

Details of the Logistics Site<\/h3>\n

Emmepark Landshut is located in the municipality of Utzenstorf in the canton of Bern. At this site, the companies Digitec\/Galaxus and the Post plan to construct large storage areas for goods handling. This is expected to lead to a significant increase in truck traffic. Access to the warehouses can be made via Utzenstorf as well as Gerlafingen in the canton of Solothurn.<\/p>\n

In the agreement reached, the two cantons have specified how trucks should approach the logistics site. Accordingly, 40 percent of the trips are to be made through the area of the canton of Solothurn and 60 percent through that of the canton of Bern. Additionally, it is aimed that the railway will take over part of the freight transport to reduce heavy traffic on the roads.<\/p>\n

Another point of the agreement is that the canton of Bern will remove the southern area of the logistics site from its spatial plan. This means that no projects with significant impacts on space and the environment will be planned in this area anymore.<\/p>\n

Background of the Agreement<\/h3>\n

Last year, the canton of Solothurn expressed concerns and opposed the designation of the logistics site in the spatial plan of the canton of Bern. The fears were particularly related to the expected increase in heavy traffic through Gerlafingen. Although the Federal Council approved the adjustments in the spatial plan of the canton of Bern on August 20, 2025, it excluded the logistics site from this approval and ordered a clarification procedure as provided for in the spatial planning law in such cases.<\/p>\n

This procedure was the first of its kind conducted between two cantons and has now been successfully completed. The agreement between Bern and Solothurn represents an important step in the planning and development of the logistics site and could have long-term effects on traffic and spatial planning in the region.<\/p>\n
