O mar pode parecer distante para a maioria dos su\u00ed\u00e7os, mas o transporte mar\u00edtimo e sua capacidade de carga s\u00e3o fundamentais para a Confedera\u00e7\u00e3o Su\u00ed\u00e7a. A Logistics Advisory Experts GmbH (LAE), um spin-off da Universidade de St. Gallen, descobriu, com uma equipe liderada pelo Prof. Dr. Wolfgang St\u00f6lzle, que mais de 90% das mercadorias importadas e exportadas do com\u00e9rcio exterior su\u00ed\u00e7o s\u00e3o transportadas internacionalmente por navios de carga.<\/p>\n<p>(Arbon) \u2013 O transporte mar\u00edtimo n\u00e3o desempenha um papel nas estat\u00edsticas oficiais da Administra\u00e7\u00e3o Federal das Alf\u00e2ndegas (AFD) \u2013 os navios de carga n\u00e3o s\u00e3o registrados como meios de transporte para a importa\u00e7\u00e3o e exporta\u00e7\u00e3o de mercadorias para e da Su\u00ed\u00e7a. No entanto, a capacidade de transporte no com\u00e9rcio internacional n\u00e3o pode ser ignorada. O estudo &#8220;A depend\u00eancia da Su\u00ed\u00e7a do transporte mar\u00edtimo&#8221;, encomendado pela Swiss Shipowner Association (SSA), revelou que cerca de 92% do volume total de exporta\u00e7\u00e3o extraeuropeia, medido em toneladas, \u00e9 transportado por navios de carga para o mundo. No que diz respeito \u00e0s importa\u00e7\u00f5es, at\u00e9 94% das mercadorias s\u00e3o transportadas por navios de carga atrav\u00e9s dos oceanos, para depois cruzar a fronteira para a Su\u00ed\u00e7a por via fluvial, caminh\u00e3o ou ferrovia (ver Figura 1). Apesar da falta de acesso ao mar, o transporte de mercadorias por navios de carga \u00e9, portanto, indispens\u00e1vel para a Su\u00ed\u00e7a.<\/p>\n<div id=\"attachment_9471\" style=\"width: 614px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-9471\" class=\"wp-image-9471 size-full\" src=\"https:\/\/swisstrans.dashboard.brand-architecture.at\/wp-content\/uploads\/sites\/8\/2025\/12\/Unbenannt.png\" alt=\"\" width=\"604\" height=\"108\" \/><p id=\"caption-attachment-9471\" class=\"wp-caption-text\">Figura 1: Contribui\u00e7\u00e3o do transporte mar\u00edtimo de longo curso para a importa\u00e7\u00e3o e exporta\u00e7\u00e3o intercontinental da Su\u00ed\u00e7a<\/p><\/div>\n<h5><strong>Transporte mar\u00edtimo muitas vezes sem alternativa<\/strong><\/h5>\n<p>No com\u00e9rcio intercontinental, assim como nas cadeias de transporte intraeuropeias, os navios de carga muitas vezes n\u00e3o t\u00eam alternativa. Gra\u00e7as aos contentores padr\u00e3o normalizados, o transporte entre os pa\u00edses desenvolveu-se de forma muito din\u00e2mica nos \u00faltimos 50 anos. Especialmente devido \u00e0 enorme capacidade de transporte e \u00e0 efici\u00eancia de custos associada, o transporte a\u00e9reo no com\u00e9rcio internacional de mercadorias s\u00f3 consegue competir com o transporte mar\u00edtimo em casos excepcionais. Apenas para mercadorias de alto valor, sens\u00edveis ao tempo ou perec\u00edveis \u00e9 que se opta pelo avi\u00e3o no com\u00e9rcio internacional. Os volumes principais, ou seja, combust\u00edveis l\u00edquidos e s\u00f3lidos, bem como pe\u00e7as de m\u00e1quinas, ve\u00edculos e outras mercadorias, t\u00eam sido tradicionalmente transportados por navios porta-contentores, graneleiros (bulk carriers e petroleiros) ou navios Roll-On-Roll-Off (RoRo) entre os portos mar\u00edtimos internacionais.<\/p>\n<h5><strong>Sem transporte mar\u00edtimo n\u00e3o h\u00e1 como<\/strong><\/h5>\n<p>O estudo atual da LAE conclui que, no com\u00e9rcio internacional, ou seja, entre a Su\u00ed\u00e7a e pa\u00edses extraeuropeus, entre 90% e 95% das importa\u00e7\u00f5es e exporta\u00e7\u00f5es s\u00e3o, pelo menos em parte, transportadas por navios de carga (ver Figura 1). Considerando toda a cadeia de processos das mercadorias importadas e exportadas, pode-se supor uma depend\u00eancia ainda maior das importa\u00e7\u00f5es e exporta\u00e7\u00f5es em rela\u00e7\u00e3o ao transporte mar\u00edtimo de longo curso. Ao analisar as importa\u00e7\u00f5es de ve\u00edculos do exterior europeu, como ve\u00edculos da Fran\u00e7a ou da Alemanha, a depend\u00eancia do transporte mar\u00edtimo de longo curso torna-se evidente. Devido \u00e0 multiplicidade de atores, parceiros comerciais e etapas de produ\u00e7\u00e3o, as cadeias de processos n\u00e3o s\u00e3o apenas opacas para os clientes finais, mas tamb\u00e9m dif\u00edceis de rastrear (ver Figura 2). A representa\u00e7\u00e3o de poss\u00edveis redes de fornecedores na ind\u00fastria autom\u00f3vel \u00e9, portanto, apenas um dos muitos exemplos ilustrativos.<\/p>\n<div id=\"attachment_9472\" style=\"width: 574px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-9472\" class=\"wp-image-9472 size-full\" src=\"https:\/\/swisstrans.dashboard.brand-architecture.at\/wp-content\/uploads\/sites\/8\/2025\/12\/Unbenannt-1.png\" alt=\"\" width=\"564\" height=\"272\" \/><p id=\"caption-attachment-9472\" class=\"wp-caption-text\">Figura 2: Complexidade das cadeias de fornecimento globais \u2013 Exemplo da ind\u00fastria autom\u00f3vel<\/p><\/div>\n<h5><\/h5>\n<h5><\/h5>\n<h5><\/h5>\n<h5><\/h5>\n<h5><\/h5>\n<h5><\/h5>\n<h5><strong>Portos do Mar do Norte e liga\u00e7\u00e3o ao Reno continuam a ser fundamentais para o com\u00e9rcio exterior<\/strong><\/h5>\n<p>Apesar da proximidade geogr\u00e1fica ao Mar Mediterr\u00e2neo, ainda \u00e9 uma grande parte dos fluxos comerciais relevantes para a Su\u00ed\u00e7a que \u00e9 processada atrav\u00e9s dos portos do Mar do Norte. Al\u00e9m do porto de Hamburgo, os portos da regi\u00e3o ARA (Amesterd\u00e3o, Roterd\u00e3o, Antu\u00e9rpia) s\u00e3o de particular import\u00e2ncia para a Su\u00ed\u00e7a. Especialmente Roterd\u00e3o, com a liga\u00e7\u00e3o direta por via fluvial atrav\u00e9s do Reno at\u00e9 Basileia, \u00e9 considerado um importante porto de transbordo para o transporte de mercadorias l\u00edquidas e secas, como por exemplo, petr\u00f3leo refinado, cereais ou materiais de constru\u00e7\u00e3o. No transporte de contentores, espera-se um crescimento adicional, principalmente atrav\u00e9s dos portos do Mar do Norte europeus. As capacidades de transbordo no porto fluvial su\u00ed\u00e7o s\u00e3o, portanto, um componente importante para o transporte multimodal dentro, para e atrav\u00e9s da Su\u00ed\u00e7a.<\/p>\n<h5><strong>A nova Rota da Seda continua a ser uma nicho<\/strong><\/h5>\n<div id=\"attachment_9473\" style=\"width: 438px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-9473\" class=\"wp-image-9473\" src=\"https:\/\/swisstrans.dashboard.brand-architecture.at\/wp-content\/uploads\/sites\/8\/2025\/12\/Unbenannt-2.png\" alt=\"\" width=\"428\" height=\"138\" \/><p id=\"caption-attachment-9473\" class=\"wp-caption-text\">Figura 3: Carga simb\u00f3lica de contentores para a ferrovia<\/p><\/div>\n<p>A nova Rota da Seda, composta por portos de alto-mar, terminais de transbordo e milhares de quil\u00f3metros de ferrovia da China para o mundo, \u00e9 frequentemente considerada uma concorr\u00eancia s\u00e9ria para o transporte mar\u00edtimo internacional. No ano passado, a quantidade de transporte aumentou em 500.000 TEU. Para 2021, espera-se um crescimento de 20%. A m\u00e9dio prazo, no entanto, devem ser transportados &#8220;apenas&#8221; 1 milh\u00e3o de contentores padr\u00e3o de 20 p\u00e9s. Em contraste com o atual total de transbordo de 46 milh\u00f5es de contentores nos portos do Mar do Norte europeus, a quantidade de contentores transportados na nova Rota da Seda \u00e9, portanto, insignificante. A compara\u00e7\u00e3o torna-se ainda mais impressionante quando se considera que todos os cerca de 24.000 contentores de 20 p\u00e9s (TEU) totalmente carregados do MSC G\u00fcls\u00fcn, se fossem carregados para a ferrovia, resultariam em um comprimento de comboio de cerca de 340 km (ver Figura 3). Al\u00e9m disso, ainda faltam capacidades de transbordo entre a Europa Central e a \u00c1sia. A falta de capacidades de transporte, bem como as condi\u00e7\u00f5es infraestruturais desfavor\u00e1veis, dificultam, portanto, por ora, uma transfer\u00eancia bem-sucedida da capacidade de transporte para a Rota da Seda.<\/p>\n<h5><strong>Menos mercadorias a granel \u2013 Mais contentores?<\/strong><\/h5>\n<p>A dire\u00e7\u00e3o \u00e9 clara \u2013 o transporte de mercadorias continuar\u00e1 a se deslocar para os navios porta-contentores. O crescimento do tamanho dos navios e as economias de escala associadas \u00e0 sua opera\u00e7\u00e3o resultam em custos de transporte por contentor em queda, com a demanda permanecendo constante. Al\u00e9m disso, uma evolu\u00e7\u00e3o incomum est\u00e1 a ocorrer tanto em mercadorias l\u00edquidas quanto secas: estas tamb\u00e9m est\u00e3o a ser transportadas mais do que nunca por contentores. Segundo a opini\u00e3o dos especialistas, isso \u00e9 uma consequ\u00eancia l\u00f3gica, pois o contentor n\u00e3o requer infraestrutura especial de carga e descarga \u2013 tamb\u00e9m se pode dispensar \u00e1reas de armazenamento espec\u00edficas para a carga (ver Figura 4). Al\u00e9m disso, espera-se uma diminui\u00e7\u00e3o da demanda por combust\u00edveis f\u00f3sseis l\u00edquidos e s\u00f3lidos. Para cereais, ra\u00e7\u00f5es ou materiais de constru\u00e7\u00e3o, n\u00e3o se esperam mudan\u00e7as sustent\u00e1veis. Apenas a curto prazo, podem ocorrer pequenas altera\u00e7\u00f5es devido a restri\u00e7\u00f5es regionais de exporta\u00e7\u00e3o nas quantidades de transporte por navio de carga. A Federa\u00e7\u00e3o Russa reduziu recentemente as quantidades de exporta\u00e7\u00e3o de cereais para garantir o abastecimento de sua pr\u00f3pria sociedade. Apesar de numerosos projetos de infraestrutura dentro da Su\u00ed\u00e7a, como o NEAT, ainda \u00e9 necess\u00e1rio explorar consider\u00e1veis potenciais atrav\u00e9s do desenvolvimento de capacidades intermodais, especialmente na It\u00e1lia. Mas tamb\u00e9m dentro da Su\u00ed\u00e7a, infraestruturas adequadas ser\u00e3o de import\u00e2ncia eminente no futuro.
