Initial pilot trips have already taken place. The goal is to completely replace the old system „e-dec Import“ by the end of 2027. The Federal Office for Customs and Border Security (BAZG) and representatives from the economy have jointly established a timeline for this.
Introduction of the new system in several stages
„Passar“ is the new goods traffic system of the BAZG that enables the digital processing of customs procedures. The introduction will take place in several stages, with the previous freight applications being gradually replaced. This system is part of the DaziT program, which aims for comprehensive digitization of customs processes.
The replacement of the old system „e-dec Import“ will be implemented in four expansion steps. The first two steps allow for the registration of standard imports. Initial productive pilot trips took place in April and May 2026 to test and optimize the systems and processes under real conditions. After the successful completion of this pilot phase, the first two expansion steps will be released for broad productive use. The third expansion step, currently in development, includes all additional functions necessary for the complete replacement of „e-dec Import.“ The digitization of more complex procedures involving permits and other regulations will be carried out in collaboration with the relevant federal authorities. The fourth expansion step will include the integration of special procedures. Following this, the last paper-based forms will be digitized to eliminate the remaining counter visits (Passar 3.0).
The BAZG and representatives from the economy have agreed on a transition phase with the parallel operation of both systems in the area of imports. To ensure the planned replacement of „e-dec Import“ by the end of 2027, final import customs declarations may still be recorded in the old system until September 30, 2027. After this date, imports must be declared exclusively through „Passar.“

Digital solutions for a more efficient border crossing
In addition to „Passar,“ other digital solutions contribute to making border crossings in trade goods traffic as automated and quick as possible. Since the end of April 2026, the web application „Certificat“ allows for the complete digital creation and certification of certificates of origin for exports. In the first step, the digital goods traffic certificate EUR. 1 is applied to the so-called PEM countries (Pan-Euro-Med zone). An expansion to other free trade agreements is in preparation.
Additionally, Swiss SMEs and transport companies will be able to create transport declarations or a Digital Transport Slip (DTS) using the web application „Declar“ without commercial customs clearance software starting in July 2026, and upload them via a link to the app „Activ.“ When crossing the border, the prepared customs formalities will be triggered digitally.
Further digital solutions are in development and will be gradually implemented with the introduction of „Passar“ for imports. The goal of all applications is that goods shipments only need to stop at customs when a check is required, allowing them to pass the border without interruption otherwise.
